Counter -Terrorism Capacity Building Program
In August 2006, a new law came into force in Guatemala that enabled previously unconstitutional special investigative methods—such as wiretaps, undercover operations, and controlled deliveries—to be used in the fight against organized crime.
JES worked with Canadian justice professionals to assist Guatemalan authorities to put these new techniques into effect and ensure their success in ensuring the integrity of the evidence collected for criminal prosecutions.
We began the project by conducting an in-depth needs assessment, led by a Canadian legal content expert, senior prosecutor, and an intelligence expert in collaboration with Guatemalan authorities. Their assessment highlighted special areas of training needed and a recommended approach for instruction.
JES took the insights gained from the needs assessment and implemented a training course on Major Crime Investigative Techniques—including wiretapping—and Major Case Management for over 100 employees from the Public Prosecutor’s Office of Guatemala.

- Formalized working relationship with the new Guatemalan civil intelligence agency (“Dirección de Inteligencia Civil” or DIGICI), and the inclusion of representatives of DIGICI in this area of training
