This program focused on supporting the process of decentralization that was underway in Ethiopia. To achieve its goals, JES developed a community justice plan for one of the intermediate size cities in Ethiopia. The main objective was to create a framework for building community justice plans to improve collaboration between NGO's and the justice system and help them better identify and meet community justice needs. The project created a framework for a 5-year community justice planning model.
