THE POSITION
Under the leadership of the Project Director and Country Representative and the guidance of the Project Manager, the Project Officer- Data Management supports the day-to-day and overall management and administration of the project’s Monitoring, Evaluation, and Learning (MEL) data requirements. This position is responsible for all tasks related to the collection, storage and analysis of project data in accordance with its M&E Plan, and will provide administrative and logistical support to all workstreams by attending training events, outreaches, convenings and virtual learning sessions, among other activities, to ensure that all data is managed, and reports are prepared and delivered on time and meet the highest standards. The position reports to the Project Director, and works in collaboration with the Project Manager, as well as other JES team members and consultants.
KEY AREAS OF RESPONSIBILITY
- Design/revise data collection tools and database and manage all data streams of responsibility.
- Review and maintain project tools to ensure timely delivery of tasks according to the defined timeline and within the budget.
- Support the logistical planning, delivery and reporting of project activities.
- Provide backstopping and support to project activities including large-scale events.
- Assist prepare weekly, quarterly, and annual reports as required by the donor, Project Director and JES senior management.
- Coordinate with subject matter experts on the development/revision of training and coaching materials including data collection tools.
- Ensure all project procurement processes adhere to JES and donor policies.
- Support the preparation of procurement documents.
- Maintain and update M&E and other project files in an organized and systematic way according to JES procedures.
- Conduct inventory checks of donated equipment and office equipment,
- Ensure that mechanisms are developed and implemented for the evaluation of the impact of project activities on beneficiaries.
- Engage fully as a member of the JES staff team, including participating in staff meetings and other JES events, and providing support to other team members in the execution of the project, as needed.

THE PERSON
Knowledge, Skills & Experience
- 4+ years of proven working experience in international development projects with donor funding, particularly in public-sector capacity building programs.
- Experience in monitoring and evaluation of activities/projects.
- Solid organizational skills including attention to detail and multitasking skills.
- Proven experience working both independently and collaboratively within a team.
- Proficiency with MS Office Suite; Microsoft 365 and Google Workspace.
- Excellent client-facing and internal communication skills.
- Excellent written and verbal communication skills.
- Fluency in written and spoken English.
- Familiarity in working with satellite offices.
Required
- A minimum of a Bachelor’s degree in Project Management, Business Administration, Social Sciences, or relevant discipline.
- Project management or other relevant field or equivalent experience related to Monitoring, Evaluation and Learning (MEL) of international donor programs and projects.
- Legally allowed to live and work in Saint Lucia.
- Ability and willingness to travel regionally and internationally.
- Fluent in spoken and written English.
Desirable Experience, Knowledge and Skills
- Knowledge and experience applying Results Based Management monitoring and evaluation frameworks (RBM).
- Knowledge of criminal justice institutions.
- Experience working in Eastern Caribbean particularly the Windward Islands.
- Experience working with women, youth, and vulnerable populations.
- Proven experience or interest working in the field of gender and/or sexual and gender- based violence (GBV).
